Requirements vary by series and class, so check your rulebook. Even where a neck brace isn't required, many kart drivers, especially younger ones, wear one for added support, since a kart has no harness or headrest to hold the head in place. Pair it with a rib protector for upper-body protection.
A neck roll, or neck collar, is a soft padded ring that cushions your neck and helps keep the helmet from rolling too far. A neck brace, or neck support, is firmer and shaped to rest on your shoulders for more structure. Both sit under the helmet, so choose by the support and comfort you want.
